Regulations—which are laws created by health departments—touch on nearly every aspect of modern life, including food safety, water quality, housing, infectious disease control, licensing, pharmaceuticals, occupational safety, and medical practice, among others. Health departments can use regulations to help advance and protect the public’s health. The development of regulations, or rulemaking for short, is guided by specific processes that all practitioners should understand.
